Money for investments will be raised from the sale of Sampo shares and by absorbing money from the State Pension Fund and state-owned companies Veikkaus and VR.
Sampo shares finance almost a fifth of the government's ambitious investment program, providing money for road projects, among other things.

– The financing solution raises many open questions. What kind of equipment will the deals include, and how much capital from VR is going to be returned to the state, Timo Furuholm asks.
Solidium will transfer approximately EUR 400 million worth of Sampo A shares to the state by the end of the year. The state will transfer the shares to the State Pension Fund. The State Pension Fund's transfers to the state budget in 2027–2037 will be approximately EUR 1,000 million higher than previously planned.
