The proposal to punish judges poses a threat to the independence of the judiciary, according to the Venice Commission's opinion published Wednesday on the presidential bill on restoring the right to a court and hearing cases without undue delay. It concluded that the proposal cannot be considered a solution to the current impasse.
The Venice Commission has harshly criticized Karol Nawrocki's bill on the judiciary. Experts say it will not resolve the crisis and could undermine judicial independence.
Sejm Speaker Włodzimierz Czarzasty announced on Wednesday that he will not proceed with the presidential bill on restoring the right to a court and having cases heard without undue delay. He indicated that his decision was based, among other things, on the opinions of parliamentary lawyers and the Venice Commission.
The Venice Commission recommended that Poland "abandon further work on the presidential bill" concerning the judiciary. "I consider the matter closed," declared Sejm Speaker Włodzimierz Czarzasty.
