On Wednesday, Florida Attorney General James Uthmeier issued an investigative subpoena to the NFL regarding the 23-year-old Rooney Rule, sending the demand to NFL executive vice president and attorney Ted Ullyot.
Named after late Pittsburgh Steelers owner Dan Rooney, the Rooney Rule requires teams to interview diverse candidates for head coach, general manager, and coordinator vacancies to increase leadership diversity.
The NFL can fine teams exceeding $500,000, strip draft picks, or invalidate hires for violations. Detroit remains the only team on record penalized, receiving a $200,000 fine in 2003 for hiring Steve Mariucci without interviewing a minority candidate.
Minority head coaching positions declined to five ahead of the 2026 season, down from nine in 2024. Eleven teams, roughly one-third of the league, have never employed a Black non-interim head coach.
