The Ministry of Finance of the Russian Federation proposes to include in the basic tax base for NPFL, at rates of 13-22 per cent, "passive" income, on dividends and other shares, on interest on deposits, on securities and digital rights, on the sale of property and on the realization of participation, on insurance and gift contracts, as stated by the agency's press service.
The Ministry of Finance reported on the introduction of a package of bills to the Government, including a budget rule, a press release on the official page of the body, which is based on the statements of the officials themselves. The very text of the bills is not yet available. Russians are likely to have access to it only when introduced into the new State.
