In Kiev, power outages affected the water supply and metro operations, causing damage to the power plant in the region, reported on 10 October to Mayor Klićko, who said that the situation of electricity supply to the capital had deteriorated and that specialists were restoring water supplies.
According to Ukraine's Ministry of Energy, parts of the capital and the surrounding region are without power after a Russian attack.

Emergency power and water supply outages were introduced on October 9 on the Right Bank of Kiev, as well as in the Bucha and Vishgorod regions of the Kiev region. Regional operator DTEK said the stops were ordered by national operator Ukrenergo. Due to emergency restrictions, previously published blackout schedules were not in effect in the affected areas.
