The government says the emergency package could help more than 5 million people as it moves to extend tenant protections until 2030.

- Speculative 'vulture funds' have exacerbated Spain's housing shortage, where publicly subsidized rentals make up less than 2% of the market against an EU average of around 8%. Spain faces a deficit of around 550,000 homes.
- Protesters established a growing tent camp in Madrid's Puerta del Sol, with roughly 1,000 people gathered by Tuesday morning. The Sindicato de Inquilinas tenants' union claimed 300,000 marched, though the government cited around 25,000 participants.
- Prime Minister Pedro Sanchez's cabinet delivered an emergency housing package, dubbed the 'Maricarmen decree,' including a rent cap and ban on speculative purchases until 2028. Eviction protections for vulnerable tenants extend to 31 December 2030.
- Both decrees face an uncertain extraordinary vote in Congress on Friday as Sanchez's minority government needs opposition support. The Madrid regional government issued a 48-hour ultimatum to clear the Puerta del Sol camp, while Labour Minister Yolanda Diaz urged continued street pressure.
