TfL Introduces Licensing and Fare Caps for London Pedicabs to Protect Tourists
TfL’s new licensing and fare cap rules aim to prevent fare exploitation and improve safety while ensuring pedicab drivers earn above the London Living Wage.
- On February 25, Transport for London will ask its finance committee to approve licences and maximum fares for London pedicabs, with applications opening March 9 and rules starting October 30.
- Following a public consultation, MPs and residents said unregulated pedicabs in London charged tourists more than £450 for a seven-minute trip, prompting reform.
- Under the proposals, pedicabs must be road-legal, fitted with number plates, undergo safety checks, pedicab drivers and staff must pass DBS checks, medical assessments, English-language requirement, and operators must keep records, have premises in London and carry out fire risk assessments while TfL officers enforce rules.
- TfL said the measures improve safety and fairness for passengers, keep driver income above the London Living Wage, and include transitional arrangements as rules begin next month.
