Camp Mystic Health Officer May Practice Nursing Again Under Limited Texas License, Board Says
The board cited failures in emergency planning and reporting after 27 campers and counselors died in the July 4 floods.
On Tuesday, the Texas Board of Nursing reinstated the license of Camp Mystic chief health officer Mary Elizabeth Eastland with limited status, prohibiting direct patient care following investigations into the July 4, 2025, flood.
Regulators initially suspended Eastland's license after investigations into the catastrophic July 4, 2025, flood at the Kerr County camp, which killed 27 people, citing her alleged "lack of emergency preparedness" that created an unsafe environment.
The board's findings state Eastland failed to ensure the emergency manual contained necessary safety planning, did not contact 911 during the disaster, and neglected to report deaths to state authorities within the required 24-hour timeframe.
Attorney Joshua Fiveson stated Eastland "remains committed to her professional calling" but has "no intention of again serving as a camp nurse," while she must complete a board-approved nursing ethics course within one year.
Though she may petition the board to restore full standing after completing her training, Eastland neither admitted nor denied the allegations and remains barred from using a Texas nurse compact license outside the state.
