This year, the Tallinn Architecture Biennial poses one of the simplest yet most unsettling questions: “At what cost?” Reminding us that cheapness often only reveals the initial cost while postponing social, ecological, and cultural costs, the biennial opens up a discussion on the true cost of architecture through abandoned buildings, transformation projects, and housing policies.
