KINGSTON, N.Y. — SUNY Ulster would become one of the most expensive community colleges in the region in the upcoming academic year if county lawmakers approve a $27.3 million budget proposed by college trustees. Under the spending plan, tuition at the two-year institution would increase by $100 a semester for full-time students to $2,840 a semester or $5,680 a year.
