Hamilton City Council is now meeting, as needed, without a public gallery due to repeated disruptions. The Hamilton Ontario Water Employees Association (HOWEA), on strike since May 14, has repeatedly interrupted meetings with leader Greg Hoath heckling and drowning out Council and delegates.
