For dogs that display aggressive behavior, a leash and muzzle requirement will be introduced, which should apply nationwide, reports outgoing State Secretary Jean Rummenie (Agriculture, BBB) in a letter to Parliament. Municipalities can now impose the requirement on dog owners, but the measure should apply everywhere. In the long term, the owners of all dogs will also have to take a course.
To prevent aggressive dogs from striking, outgoing State Secretary Rummenie is working on a law that will ensure that there will be a nationwide muzzle or leash requirement. The number of biting incidents has been growing for years.
