If you are enrolled at a university, you are not entitled to a citizen's allowance - even if your studies are not actually accepted. That is what the Lower Saxony National Social Court has decided.

The State Social Court has clarified that students are generally not entitled to citizen's allowance. Repayment may be waived if authorities fail to provide accurate information.
The Landessozialgericht Niedersachsen-Bremen (LSG) has decided that enrolled students are excluded from the citizenship allowance even if they do not study.
