- Scottish Financial Enterprise chief executive Sandy Begbie CBE warned the moratorium would "undermine economic growth and negatively impact investor sentiment towards Scotland," while Edinburgh and East Ayrshire councils have also urged similar action.
- First Minister John Swinney is "giving active consideration" to introducing national planning guidance to balance hyperscale expansion against Scotland's energy commitments, as the government reviews potential pauses on applications.
