Should graffiti be removed from Penticton's skate park? City councillor says no
Ryan Graham wants the city to keep graffiti at Penticton Youth Park unless it is vulgar or offensive, while staff warn of vandalism and enforcement issues.
Penticton City Council will vote on Tuesday on a motion from Ryan Graham to allow graffiti at Penticton Youth Park unless it is "vulgar or offensive in nature."
Located at 135 Riverside, the 30,000-square-foot Penticton Youth Park has served as a skateboard and BMX facility since its opening in 2007.
City staff warn the proposal creates "operational challenges related to monitoring and enforcement," particularly in determining what constitutes "vulgar or offensive" content.
Artwork could be quickly covered by inappropriate tagging, and there would be "no mechanism to ensure graffiti remains artistic, appropriate, or aligned with community expectations," staff noted.
Should the motion pass, staff recommend designated art walls or curated murals, and Bylaw amendments would be brought back at a later date.
