Serbia secures sanctions waiver from U.S. for its Russian-owned NIS oil firm
The extension keeps Serbia’s only refinery running while talks continue over a possible takeover of the Russian-owned company, officials said.
- On Wednesday, the Treasury Department's Office of Foreign Assets Control extended the operating license for Serbian oil company NIS through Oct. 30, allowing continued operations despite sanctions regarding its Russian ownership.
- Washington imposed sanctions on NIS because Russian companies Gazprom Neft and Gazprom hold about 56% of the firm, while the Pan evo refinery remains critical to Serbia as it supplies a large share of the domestic fuel market.
- Negotiations with Hungarian energy group MOL regarding a potential takeover are continuing, Serbian Energy Minister Dubravka said, as Belgrade takes measures to maintain fuel supplies while awaiting final approval.
- Janaf, operator of strategic energy infrastructure, noted the OFAC license extension enables the company to continue providing oil to the Pan evo refinery, ensuring regional energy supply stability.
- Belgrade remains dependent on Moscow for natural gas while pushing to remove Russian ownership from the oil sector; Serbia and Russia separately agreed Wednesday to extend their existing gas arrangement for three months, through the end of 2026.

The Office of the Foreign Assets Control of the US Ministry of Finance (OFAK) has approved the permission to the Hungarian oil company MOL to continue negotiations on the purchase of a majority stake in the Oil Industry of Serbia (NIS), Radio-television of Serbia reported today.
MOL has received another US permit to continue negotiations related to the planned acquisition of a majority stake in Serbia's NIS, the relevant announcement reads. The permit is now valid until the end of October.
