The head of one of the departments of Luhansk OVA and his deputy were detained on suspicion of organizing a scheme on public procurement, through which they tried to appropriate UAH 5 million. According to the investigation, monthly “kickbacks” were sent to officials by mail from different regions of Ukraine.
