The protocol in Spain must have more weight than the Constitution itself. The Magna Carta can be twisted to make an amnesty possible, but in no case should the protocolary rules be interpreted or relaxed to make possible the presence of a mayor or an autonomous president in a public act of an international character in his city. At least, if that regional president is Juanma Moreno and the president of the government is Pedro Sánchez.
