The Oxford University academic and co-creator of the Multidimensional Poverty Index says she has not found infallible prescriptions to combat material deprivation and scarcity. She knows successful cases in right and left governments and, she says, while delivering money transfers to vulnerable populations may prove addictive, in the long run it is not sustainable.
