Pakistan, Russia Sign Protocol to Revive PSM
MOSCOW, RUSSIA, JUL 10 – Russia and Pakistan agreed to expand cooperation in defense, trade, and energy, including reviving a steel plant and aiming to increase bilateral trade beyond $1 billion, officials said.
- On July 10, 2025, at the Pakistan Embassy in Moscow, the two countries finalized a pact to restore and upgrade the Pakistan Steel Mills located in Karachi.
- The agreement comes after ongoing diplomatic efforts in 2024, which included high-level discussions between Pakistani officials and senior Russian government representatives, as well as previously halted talks with a Chinese company.
- The Pakistan Steel Mills, originally built with Soviet assistance in 1971, had suffered heavy losses, peaking at PKR 200 billion by 2018, before this revival effort emerged.
- Russian DPM Overchuk described Pakistan and Russia as “natural allies,” while SAPM Haroon Akhtar called reviving PSM with Russia's support a “leap forward” symbolizing future partnership.
- The agreement marks a significant advancement in the partnership between Pakistan and Russia, with important effects on economic development, regional integration, and Pakistan’s commitment to enhancing its relationship with Russia.
