KYIV, Ukraine — Russia attacked Ukraine's capital with ballistic missiles and drones Saturday, killing at least one person and wounding 27, a day before talks between the leaders of Ukraine and the United States, authorities said.
In Kiev, more than 40 percent of the population was without heat on Sunday night. A million people in and around the city were without electricity, and restoring power is difficult.
