Russia acquired Western technology to protect its nuclear submarine fleet: Report

Russia covertly acquired over $50 million in advanced underwater surveillance technology from Western and Asian firms to protect its nuclear subs off the Arctic coast, investigators say.

  • Last month, reporters revealed Russia secretly acquired high-tech gear from European, U.S. and Asian companies through Mostrello Commercial Ltd. to build the `Harmony` seabed sensor system protecting its Arctic nuclear submarine fleet.
  • Last year, reporters uncovered a covert network involving Mostrello Commercial Ltd., intermediaries, `sham` transactions, and a dozen shell companies in the Seychelles, Belize and the British Virgin Islands.
  • Leaked Mostrello records show more than 50 suppliers provided components including an underwater drone capable of operating to 9,800 feet, and court documents, wiretaps and interviews implicate Kremlin intelligence agencies from trades between 2013 and 2024.
  • A conviction last month exposed middlemen boosting Russia's surveillance, and in October 2024 the U.S. Treasury Department sanctioned Mostrello Commercial Ltd. and Alexey Strelchenko.
  • Off Russia's north coast near Murmansk, reporters traced seabed sensors in an arc to Novaya Zemlya and Wonsan's promoted resort city, while EU sanctions envoy David O'Sullivan warned Russia exploits tricks to circumvent sanctions, complicating enforcement.
