The Agency for Revenue and Customs Control (ARCA) established a special procedure for the repayment of payments on behalf of the PAIS Tax that were not applied to imports and generated a million-dollar debt to taxpayers. The debt that the Treasury accumulated with the private ones, is estimated at US$3 billion and was a target of claims in the meetings that importers had with official of the Ministry of Economy, ARCA and Customs.
Although the PAIS Tax was completed in December 2024, it still creates problems for importers. In this case, they are companies that had to anticipate the tax, but were not able to access the Single and Free Market (MULC) and therefore had to pay their suppliers abroad through alternative mechanisms, such as the Dollar Contado con Liquidación (CCL). The measure targets importers who could not compute balances in favour generated by payments to the tax account. The benefit is optional and requires registration in a specific registry.
The Agency for Revenue and Customs Control (ARCA) with the publication of the Official Gazette confirmed that it established a new procedure so that importers can recover the money corresponding to payments of the PAIS tax. The registration will be enabled this week and will be a special registration so that companies can access this refund.
