New data from the Central Statistical Office for the first four months of 2025 show a clear slowdown in residential construction. Developers are not starting new investments despite having collected permits, and the number of apartments delivered is the lowest in years.

Hopes for a revival in construction and building services are fading. The industry is reporting that this year's growth forecasts will have to be cut.

The number of apartments that have been started, after a strong rebound at the beginning of the year, may now be a bit disappointing. Developer activity is subdued due to the still high interest rates and quite large "inventories" of apartments. There is no sign of acceleration, because the number of building permits has fallen.
