RICHMOND COUNTY — A Hamlet man faces felony charges following an investigation into damaged AT&T cables, according to an arrest warrant issued Monday by the Hamlet Police Department. Court records allege that Joseph Wayne Parrish, 44, pulled down AT&T cables and cut them using bolt cutters.
