When a city taxes its residents all the residents are required to pay their share of the city’s “expenses.” Their share is determined by the tax value of their property and its tax classification. All city taxpayers do not pay an assessment. Only a few do. Why? It is thought to be fair that a property which has increased in value because of a road or other governmental project should pay a special tax. I agree. However, the cities of Baxter and …
