Bengaluru Stampede: Karnataka Govt Moves HC Against CAT Order Revoking IPS Officer's Suspension
- The Central Administrative Tribunal annulled the suspension imposed on Bengaluru's Additional Police Commissioner Vikash Kumar Vikash on June 5, which was related to the tragic stampede outside Chinnaswamy Stadium on June 4 that resulted in 11 fatalities and over 50 injuries.
- The suspension followed a state government order citing dereliction of duty, but CAT found the order lacked convincing material and determination of responsibility was pending magisterial inquiry and commission.
- The tribunal noted that the local cricket governing body merely informed a junior police officer about the RCB victory parade without formally requesting permission or organizing security measures, while the Royal Challengers Bengaluru team publicized the event on social media, resulting in a massive crowd of 300,000 to 500,000 people gathering at a venue designed for only 35,000 spectators.
- The CAT highlighted that police officers had only about 12 hours to prepare and noted they are human beings, not possessing magical abilities to arrange everything instantly. It ruled Vikash’s suspension as unwarranted since he was not given prior notice or a chance to defend himself and ordered his reinstatement with full salary.
- Following the incident, Karnataka released detailed standard operating procedures to improve crowd management at mass events, and CAT urged the government to extend similar relief to other suspended officers awaiting inquiry conclusion.
