- Attacks have significantly impacted major retailers; Kyiv has targeted at least two dozen Wildberries warehouses since July 18, while Ozon reported four facilities in southern Russia were targeted Monday.
- The state may now seize physical and financial assets, including formal ownership rights, if operators fail to maintain adequate security or are slow to repair facilities after attacks.
- Separately, Putin issued an order last week requiring the government to launch a program rebuilding commercial warehouses damaged or destroyed by Ukrainian forces in recent weeks.
