Public education - a pillar of American success at risk in Ohio?

My husband and I are in the process of retiring to Lakewood. I have subscribed to cleveland.com for the past year and there are a few things I wish to clarify. I would like an explanation of why public dollars are better spent on sending a small percentage of Ohio students to private schools instead of on making public schools the best they can be.
