The USDA plan would open nearly 45 million acres of national forests to road-building and logging despite over 99% of public comments opposing the repeal, conservation groups say.

The U.S. Forest Service has announced its intention to rescind the 2001 “Roadless Rule,” which protects roughly 394,000 acres in Virginia.
