The Irish Presidency of the European Union has cut €140 billion from the Community budget after 2028. Germany and the Netherlands say "nein" and demand a bigger knife. Portugal is already able to keep the extra money achieved in June, but it still needs to negotiate at least 900 million more to Madeira and the Azores.
