Poland expels 11 suspected of Russia-backed campaign to influence Ukrainian refugees

- On Monday, the Polish Internal Security Agency expelled 11 individuals—nine Ukrainians and two Belarusians—suspected of operating a Russian-funded influence campaign targeting Ukrainian refugees across Warsaw, WrocBaw, Krakw, Zakopane, and Bydgoszcz.
- Characterizing the activity as "actions below the threshold of classic aggression," the ABW stated the network aimed to "break down social trust, stoke tensions, and use people fleeing war as tools of Russian influence operations."
- Since autumn 2025, the suspects had been "recruiting and paying participants for demonstrations organised among Ukrainian refugees" in Poland to promote political slogans critical of the government in Kyiv.
- Earlier this month, Poland's foreign minister RadosBaw Sikorski warned that Russia is "waging a full-scale cognitive war against us," noting a "Russian fifth column" operating in Poland following last month's charges against three citizens.
- A new report by the International Centre for Counter-Terrorism identifies Poland as the "primary focus" of Russian sabotage in Europe, citing 151 incidents since 2022 with more occurrences in Poland than any other country.
