The Local Plan sets out around 20,000 new homes, plus jobs, services, green space and infrastructure.
It will go to council committees on the 16th and 22nd of June before a summer consultation on whether it is legally sound.
If approved, it will be submitted for government inspection later this year, with adoption possible in 2027/28.
