911 Outage Caused by Operating System Defect: PEMA

PENNSYLVANIA, JUL 23 – A defect in the Next Generation 911 operating system caused hours of emergency call disruptions across Pennsylvania, with no evidence of malicious cyber activity, officials said.

  • Mid-Afternoon on July 11, Pennsylvania’s Next-Generation 911 system experienced intermittent outages, an operating system defect, and a PEMA alert advised true emergencies only.
  • Following the April upgrade to Next-Generation 911, state emergency officials said the outages were not due to a cyberattack.
  • Amid the disruptions, Jeff Boyle said, `We activated the Emergency Alert System and issued Wireless Emergency Alerts as a precautionary measure`, as vendors and public safety partners began investigations.
  • Despite earlier disruptions, 911 service resumed by midnight, and residents were urged to use 10-digit non-emergency numbers to reach dispatchers.
  • Looking ahead, PEMA is executing corrective measures to enhance system redundancy, and it will release additional non-security-sensitive findings once the report is complete.
