On the morning of the 11th, a part of the "Kobe Luminarie" artwork that was being assembled in preparation for the opening was found to have fallen over at Meriken Park in Kobe's Chuo Ward. It is believed to have been caused by strong winds, and access to the surrounding area has been restricted. According to the Kobe Regional Meteorological Observatory, a strong wind warning has been issued for southern Hyogo Prefecture.
