Citel America, a French manufacturer of industrial surge protection products, will invest $12.5 million and create at least 57 jobs in relocating its North American operations to the Orange County town of Hillsborough. Average wage for the new jobs will be $83,611, almost 20% higher than the current average wage of $69,728 in Orange County.
