The Parliamentary Assembly of the Council of Europe (PACE) has declared the new composition of the Russian State Duma illegitimate, according to Yevhenia Kravchuk, a member of the Ukrainian parliamentary delegation to PACE (Servant of the People faction).
The Assembly stated that the recent “elections” to the State Duma did not meet the fundamental conditions of free and fair elections and could not be considered a true expression of the will of Russian citizens.

The Parliamentary Assembly of the Council of Europe did not recognize the new composition of the State Duma of Russia as a democratically elected and legitimate representative body. The resolution on the elections held in the Russian Federation was supported by 59 PACE members.
The voting in Russia took place in the context of systematic repression of political opposition, criminalization of dissent, intimidation of voters, violations of electoral law and lack of genuine competition.
