Bernhard Mager, head of Vienna's Child and Youth Welfare Office (MA 11) since August, defends the controversial "time-out group home" for repeat offenders under 14. "I will stick to this concept," Mager said in an interview on Tuesday with "Wien heute" (Vienna Today). "Voluntary programs haven't been successful in bringing about change." The Austrian People's Party (ÖVP) demanded on Wednesday that the concept be disclosed and evaluated.
