Ontario to Expand Jail Capacity by 2,500 Beds over 10 Years at a Cost of $3 Billion

Ontario plans to add 2,500 jail beds over the next 10 years at a cost of $3 billion, including building new jails, expanding current ones, and reopening closed facilities, as stated by Solicitor General Michael Kerzner.
By November 2026, the province will add 255 new permanent beds and hire 700 new correctional officers to increase total jail capacity by over 24%, reaching 13,153 beds.
The government will use modular components and tensile structures—secure, tent-like membrane buildings—to reduce costs and increase capacity, as explained by Kerzner.
Jails are operating at 127% capacity for 2025, raising concerns that adding more beds could increase tension and violence among inmates.
