ST. CLOUD — St. Cloud Police Chief Jeffrey Oxton remembers the early 2000s, when, as an investigator, he responded to just a couple of fatal drug overdoses a year. This year, the city of St. Cloud is on track for the highest number of drug overdose deaths since at least 2018 and quite possibly ever.
