Odisha Expands Education and Food Security Initiatives: Major Quota Increases Announced

The new policy raises ST and SC seats to match population share and sets 11.25% aside for SEBC students, officials said.

  • On Saturday, the Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi, increased reservation quotas for Scheduled Tribes and Scheduled Castes in medical and technical education while introducing new reservations for Socially and Economically Backward Classes.
  • Majhi noted that previous reservation levels for Scheduled Tribes and Scheduled Castes failed to match their population proportions. "Therefore, we have raised it according to their proportion in the population," the Chief Minister said.
  • The policy allocates 10,030 engineering seats to Scheduled Tribes and 7,244 to Scheduled Castes, while reserving 545 medical seats for Scheduled Tribes and 393 for Scheduled Castes, keeping total reservations within 50 per cent.
  • Additionally, the state government announced the 'Mukhyamantri Annapurna Yojana' for the 2026-27 financial year, providing beneficiaries of the National Food Security Act and State Food Security Scheme an additional 5 kg of rice monthly free of cost.
  • BJP sources stated the decision aims to strengthen the party's political position while ensuring social justice; the new reservation policy applies to universities, colleges, and technical institutions across Odisha, establishing a framework for expanded educational access.
