Norwegian defence company pitches Ottawa as Arctic partner in sub procurement
Kongsberg backs TKMS to provide up to 12 Arctic-capable submarines to Canada, with sustainment valued at 50% of bid scoring, aiming to replace Victoria-class by 2035.
- Kongsberg is supporting Germany's ThyssenKrupp Marine Systems in a bid to build submarines operating under Arctic sea ice, supplying its ORCCA combat system for the TKMS 212CD platform.
- The government narrowed the race to two shortlisted firms and Ottawa privately sent bid instructions on Nov. 14 to shape technical and economic offers for up to 12 submarines.
- Amid an Arctic pitch, Kongsberg executives met in Ottawa and Halifax, with Myhra urging `The message that we're also carrying here to Canada is, make sure that you build long-term relationships that build sustainable jobs for Canada and not just something that comes in for a particular program, and when the program ends, the jobs goes away` Myhra said.
- A source says the scoring places most weight on sustainment, with half the bid weight on maintenance and Public Services and Procurement Canada withholding bid instructions for security reasons.
- The government wants to sign a contract by 2028 and replace Victoria‑class submarines by their planned 2035 retirement as Hanwha Oceans and Canadian partners press faster delivery and cooperation.
