North Korea Codifies Nuclear Statehood and Hostile ‘Two-State’ Relations at 9th Party Congress
Kim announced plans to increase nuclear warheads and develop AI-enabled weapons and drones as part of a five-year policy to enhance North Korea's military capabilities.
- Kim Jong Un told state media KCNA on Thursday he would focus on expanding North Korea's nuclear arsenal and said improving ties with Washington depends entirely on U.S. attitudes.
- The week-long Ninth Congress of the Workers' Party of Korea wrapped with a military parade in Pyongyang on Wednesday, and Kim said the nation's international status had risen as the party set goals for five years.
- State media said Kim also ordered development of intercontinental ballistic missiles including underwater-launchable variants, AI-enabled attack systems, and unmanned drones; SIPRI estimated last year North Korea has around 50 warheads and sufficient fissile material for 40 more.
- On diplomacy, Kim conditioned improved ties on Washington abandoning its hostile policy and respecting North Korea's current status, while warning `can initiate arbitrary action` against `obnoxious behaviour` in South Korea.
- Some experts speculated Kim could meet U.S. President Donald Trump during his March 31 to April 2, 2026, trip, fueled by Ju Ae’s appearance at the parade.
