North Korea Sends 5K Troops to Russia Disguised as Construction Workers
- On Tuesday, Lee Seong-kweun said around 5,000 North Korean construction troops have moved to Russia in phases since September for infrastructure reconstruction, according to Seoul's spy agency.
- Analysts say Kim Jong Un has been emboldened by the Ukraine war, securing Moscow's critical support after sending troops, while Russia provides financial aid, military technology and supplies in return.
- Seoul's spy agency estimates about 10,000 North Korean troops are deployed near the Russia-Ukraine border, with at least 600 killed, according to South Korean estimates.
- A report last month from the Multilateral Sanctions Monitoring Team says North Korea planned to send 40,000 laborers to Russia, but United Nations sanctions prohibit North Korean workers from earning money abroad.
- Given the 2019 summit history, Seoul's spy agency believes Kim Jong Un is open to talks with Washington and will seek contact when conditions are in place, despite Pyongyang declaring itself an "irreversible" nuclear state.
