N.L., Quebec to make 'energy security' announcement Monday, amid reports of a deal

The provinces say talks have advanced on a new Churchill Falls arrangement that would expand hydro capacity and reshape power sharing for decades.

  • On Monday, Newfoundland and Labrador Premier Tony Wakeham will host Quebec Premier Christine Fréchette in St. John's for an "energy and economic development announcement" attended by Quebec's energy minister Bernard Drainville and Hydro-Québec CEO Claudine Bouchard.
  • The provinces are negotiating a new deal to replace the 1969 agreement governing the Churchill Falls generating station, which currently supplies about 15 per cent of Hydro-Québec's electricity and expires in 2041.
  • Proposed terms include a 550-megawatt upgrade to Churchill Falls and a new 1,100-megawatt power house at Gull Island, with Hydro-Québec rates rising to 5.9 cents per kilowatt hour by 2075 from the current 0.2 cents.
  • Quebec seeks 7,200 megawatts of capacity through this deal to meet growing demand and decarbonize its economy; Fréchette said talks had "accelerated" and gave her confidence "that we can sign something in the near future."
  • Reports last week indicated the provinces reached an agreement after Premier Wakeham subjected a 2024 framework deal to independent review and returned to the bargaining table following his election last fall.
