ICE deported ex-coronel Chavista Rafael José Quero Silva to Venezuela, accused of supervising the torture of at least 74 protesters in 2013, in Barquisimeto.
The U.S. Immigration and Customs Control Service (ICE) announced that it deported to Venezuela a former commander of Detachment 47 of the Bolivarian National Guard (GNB), whom they classified as "human rights rapist in his country of origin." According to the ICE statement, this is Rafael José Quero Silva, noted for his participation in the arrest and torture of political dissidents on the orders of Nicolás Maduro.
