New human rights report unveils details and blames police for recent massacre in Haiti

- The National Human Rights Defense Network published a report Wednesday documenting a late August massacre in Kenscoff, Haiti, where gangs killed at least 164 people and kidnapped more than 70 others near Port-au-Prince.
- Security personnel were reduced by 60%, and an armored vehicle was moved before the attack, leaving a "new opening for armed terrorist bandits and further weakening the city," the report found.
- Days before the massacre, "armed terrorists" used surveillance drones to track law enforcement positions and deployed scouts to infiltrate Kenscoff, while officials ignored requests for additional armored trucks.
- Kenscoff's mayor warned on Tuesday that drones continue flying over his community, while the report criticized the "disdainful disinterest" of high-ranking police and questioned the effectiveness of the U.N.-backed gang suppression force.
- The group called for government financial, medical, and psychological aid to survivors, asserting that "timely strengthening" of security could have prevented the killings after Kenscoff remained vulnerable following a January 2025 attack.

The “lack of response” by the authorities and a cut of about 60 per cent of the custody allocated to the agricultural community near Port-au-Prince, despite growing threats, were identified in an independent report as contributing factors to the severity of the attacks by the Viv Ansanm gang on 7 July and 23 August, the most deadly this year and the most serious in Haiti’s recent violent history.
