ARTICLE. On 8 May, the Minister for Overseas Affairs visited New Caledonia with a rock-capped proposal to calm tensions between Loyalists and independents. The Minister proposed to transfer the regal powers to the archipelago. Non-independenceists outraged themselves with this proposal and refused to sign the agreement.
