NATO member Romania signs agreement with Germany’s Rheinmetall to build a gunpowder plant

On Monday, Nov. 3, 2025, NATO member Romania signed an agreement with German defense company Rheinmetall to build a gunpowder factory in central Romania at a joint event in Bucharest.
Since Russia's 2022 invasion, Romania has deepened its NATO role as Europe races to rearm amid an increasingly provocative Russia.
Construction is slated to begin in 2026 and the 535 million-euro plant in Victoria, Brasov County will take three years, with Romania seeking financing through the European SAFE mechanism.

Rheinmetall CEO Armin Papperger noted the ammunition powder is needed worldwide and especially in Europe, while Romania has donated a Patriot missile system to Ukraine and opened an international training hub for F-16 pilots.
