Mystic Alerts Act heads to president to sign
The four-page bill would add satellite alerts to the Wireless Emergency Alert system and give providers an opt-out choice, sponsors said.
Following unanimous Senate passage on Wednesday, the Mystic Alerts Act heads to President Donald Trump for signature, modernizing the Wireless Emergency Alert system by integrating satellite networks into disaster communications.
This measure responds to the 2025 Texas Hill Country flood, where 27 girls drowned at Camp Mystic after many victims in Kerr County failed to receive emergency alerts on mobile devices in time to evacuate.
U.S. Sens. John Cornyn and Jon Ossoff filed the bill in the Senate, while Rep. August Pfluger introduced it in the House as a voluntary system for commercial mobile service providers.
The bill advances as wrongful death lawsuits continue against Camp Mystic owners, The Eastlands, with Texas Ranger Brant Johnson alleging negligence in prioritizing canoe removal over rescuing 8-year-old campers.
Pfluger said the legislation "will ensure that Americans in rural areas receive life-saving alerts when disaster strikes and traditional networks fail," requiring providers to notify the Federal Communications Commission of satellite usage plans.
